Le présent document a reconnu l’existence d’un consensus international croissant au sujet de l’importance de l’objectif de renforcement des capacités et de la façon dont il a des chances d’être réalisé. L’accent a été mis sur la reconnaissance du fait que le renforcement des capacités est un processus endogène, sur l’importance de l’appropriation des politiques nationales qui en résulte, et sur la nécessité pour les donneurs de se limiter à encourager et à soutenir les efforts du pays.
Ce document offre un cadre de réflexion sur le renforcement des capacités, établi à partir des principaux enseignements tirés de l’expérience, qu’elle soit positive ou négative.
Inclusion is a key issue for Agricultural Research for Development (ARD). Development goals in and of themselves call for better livelihoods and opportunities for the less privileged actors working in agriculture. They also call for greater equity and balanced representation of the population at an institutional level. This brief focuses on how ARD processes can more sensitively address gender relations and youth issues. Women and young people have distinctive needs and interests which can be less visible within broader “Producer Organizations”, for example.

The visioning process brings together representatives of actor groups within the agricultural innovation systems (AIS) to build on their common understanding of AIS and the need for a coordinated approach. The process involves a wide spectrum of interested parties including ministries, legislative bodies and representatives of the private sector plus development partners and civil society.
Capacity needs assessment is at the core of the cycle of the TAP Common Framework and it is fundamental to strengthening the agricultural innovation systems (AIS). The Assessment aims to ascertain the level of technical and functional capacity, and in particular the capacity to adapt and respond in the various dimensions. The capacity needs assessment will provide an analysis across the sector to inform the setting of priorities and development of strategic capacity development (CD) interventions.
