Este documento describe herramientas que se han diseñado para aumentar la orientación a la demanda y mejorar la efectividad del apoyo al desarrollo de la capacidad (DC), incluida en la Estrategia de la Comisión Europea para la reforma de la cooperación técnica (CT). Las herramientas se usan habitualmente en formación y talleres y también sirven de orientación a la hora de evaluar la capacidad y ayudar a los socios a desarrollar estrategias y programas de DC, especialmente a escala sectorial.

This framework will be particularly useful in the in the preparation of support to sector programmes and budget support exercises.
This evaluation is being commissioned within the framework contract for Evaluation of the EC’s main policies and strategies which was signed on 10 April 2007 between the EC and a consortium led by the German company Particip and composed of ADE (Aide à la Décision Économique Belgium), DIE (Deutsches Institut für Entwicklungspolitik), DRNI (Italian Development Researchers’ Network), ECDPM (European Centre for Development Policy Management), and ODI (Overseas Development Institute).
This evaluation examined the support the European Commission’s DG for Development and International Cooperation (DEVCO) provided to Research and Innovation (R&I) in partner countries during the last EU budget period (2007-2013). The objectives of the evaluation were to provide an overall judgment on the extent to which the EU development co-operation policy has adopted a strategic approach to support R&I and whether the approach was appropriate to enhance capacity to reach development objectives.
The main objective of the Guidelines is to provide a non-binding complement to other guidelines and offer advice to RDP evaluation stakeholders on how to carry out the evaluation activities for answering the common evaluation questions related to innovation. Since the RDP’s effects on innovation in rural areas can be expected to take place, most likely, in the long-term, the guidelines focus in particular on those evaluation related activities, which will be reported in the AIR in 2019 and in the ex post evaluation. This report provides a synthesis of all findings and information generated through a “stocktaking” process that involved a desk study of Prolinnova documents and evaluation reports, a questionnaire to 40 staff members of international organizations in agricultural research and development (ARD), self-assessment by the Country Platforms (CPs) and backstopping visits to five CPs. In 2014, the Prolinnova network saw a need to re-strategise in a changing context, and started this process by reviewing the activities it had undertaken and assessing its own functioning.
Grants for agricultural innovation are common but grant funds specifically targeted to smallholder farmers remain relatively rare. Nevertheless, they are receiving increasing recognition as a promising venue for agricultural innovation. They stimulate smallholders to experiment with improved practices, to become proactive and to engage with research and extension providers. The systematic review covered three modalities of disbursing these grants to smallholder farmers and their organisations: vouchers, competitive grants and farmer-led innovation support funds.
Feed the Future Asia Innovative Farmers Activity (AIFA) is a regional project working to facilitate the scaling of critical agricultural technologies through regional partnership and technology transfer. The project works with a range of agricultural technology stakeholders on a regional basis (private sector, research institutions, governments, networks, etc.) to increase food security, reduce poverty, and improve environmental sustainability by facilitating agricultural innovation and technology diffusion in the Asia region.
