En 2010, sur les 1,2 milliard de personnes extrêmement pauvres, quelque 900 millions vivait en milieu rural. When designing projects, it is important to engage local stakeholders as early as possible to ensure that capacity development (CD) activities are truly relevant to their needs. Multi-Stakeholder processes (MSPs) can also lead to greater ownership of project activities and outcomes. This case study gives an example from Sudan of successful MSPs for developing Food Security and Nutrition Information Systems (FSNIS) in four states.

Capacity needs assessment is at the core of the cycle of the TAP Common Framework and it is fundamental to strengthening the agricultural innovation systems (AIS). The Assessment aims to ascertain the level of technical and functional capacity, and in particular the capacity to adapt and respond in the various dimensions. The capacity needs assessment will provide an analysis across the sector to inform the setting of priorities and development of strategic capacity development (CD) interventions.
