L’objectif de ce travail est de proposer un plan de formation des différents catégories d'acteurs (à identifier) dans le but d'apporter une contribution significative au renforcement de capacité dans chaque pays et dans la sous-région. Des actions précises visant à permettre aux acteurs de lever les éventuels blocages institutionnels devront accompagner ce processus de renforcement des capacités, notamment en ce qui concerne la négociation, le lobbying, la mise en réseau etc.

This report reviews the evidence of impact of capacity strengthening on agricultural research for development (AR4D) in developing countries. The study was commissioned by DFID as part of the documentation process of the project Strengthening Capacity for Agricultural Research for Development in Africa (SCARDA).
Governments of low-income countries and international development donors are increasing their funding for research at least in part on the assumption that research has positive impacts on socioeconomic development. The 2021 Global Report on Food Crises (GRFC 2021) highlights the remarkably high severity and numbers of people in Crisis or worse (IPC/CH Phase 3 or above) or equivalent in 55 countries/territories, driven by persistent conflict, pre-existing and COVID-19-related economic shocks, and weather extremes. The number identified in the 2021 edition is the highest in the report’s five-year existence. The report is produced by the Global Network against Food Crises (which includes WFP), an international alliance working to address the root causes of extreme hunger.
The Guidance Note on Operationalization provides a brief recap of the conceptual underpinnings and principles of the TAP Common Framework as well as a more detailed guide to operationalization of the proposed dual pathways approach. Le document offre aussi une stratégie de suivi et d'évaluation ainsi qu'une Boîte à Outils d'outils sélectionnés qui peuvent être utiles aux différentes étapes du RC pour les SIA.
La Guía Operativa provee una breve recapitulación de los fundamentos conceptuales y principios del Marco Común de la TAP así como una guía más detallada para la operacionalización del enfoque de rutas de doble vía del Desarrollo de Capacidades (DC) para los Sistemas de Innovación Agrícola (SIA). También ofrece una estrategia para el monitoreo y evaluación, así como una caja de herramientas que pueden ser útiles en las diferentes etapas del ciclo de DC para los SIA.
The Sourcebook is the outcome of joint planning, continued interest in gender and agriculture, and concerted efforts by the World Bank, FAO, and IFAD. The purpose of the Sourcebook is to act as a guide for practitioners and technical staff inaddressing gender issues and integrating gender-responsive actions in the design and implementation of agricultural projects and programs. It speaks not with gender specialists on how to improve their skills but rather reaches out to technical experts to guide them in thinking through how to integrate gender dimensions into their operations.
African agriculture is currently at a crossroads, at which persistent food shortages are compounded by threats from climate change. But, as this book argues, Africa can feed itself in a generation and help contribute to global food security. To achieve this Africa has to define agriculture as a force in economic growth by: advancing scientific and technological research; investing in infrastructure; fostering higher technical training; and creating regional markets.
The Tugi Silvo-pastoral Project (TUSIP) is a South-South Cooperation between the Tropical Agriculture Research and Higher Education Centre (CATIE) and the Akwi Memorial Foundation (AMF) based in the North West Region of Cameroon. The main goal of TUSIP was to assess the environmental benefits of a set of silvo-pastoral practices and to empower traditional livestock farmers in Tugi Village by enhancing their capability to manage available crop-animal systems and natural resources in a sustainable manner.
