Este documento consta de una introducción y dos capítulos más: en el primero se exponen los hallazgos de la investigación en la cadena de valor del maíz blanco (El Salvador y Honduras). En el segundo se presentan los resultados de la cadena del frijol negro (Costa Rica y Guatemala) y frijol rojo (Nicaragua).
Las cadenas de valor juegan un papel importante en la economía global. Sin duda alguna, el análisis de cadenas de valor se ha concentrado en cadenas globales y nacionales más que en cadenas regionales de valor. Sin embargo, en muchos casos estas últimas constituyen la base principal de acceso y articulación con los mercados internacionales. Las cadenas globales de valor tienen su base en los grandes núcleos regionales de crecimiento económico e integración: América del Norte, Asia y Europa.
Los artículos reunidos en este volumen se basan en las ponencias presentadas por los expertos que participaron en el seminario internacional “Políticas para la agricultura en América Latina y el Caribe: competitividad, sostenibilidad e inclusión social”, realizado en la sede de la Comisión Económica para América Latina y el Caribe (CEPAL) en Santiago los días 6 y 7 de diciembre de 2011.
El documento tiene como objetivo analizar los avances realizados por países de América Latina y el Caribe (ALC) en el fortalecimiento de la institucionalidad vinculada a la agricultura, el cambio climático y la seguridad alimentaria. El documento destaca iniciativas innovadoras, en ámbitos como la formulación de políticas, el desarrollo de marcos legales, el fomento de la investigación y la innovación, el desarrollo de mecanismos de financiamiento, y la gestión de riesgos climáticos, entre otros. The Guidance Note on Operationalization provides a brief recap of the conceptual underpinnings and principles of the TAP Common Framework as well as a more detailed guide to operationalization of the proposed dual pathways approach. It offers also a strategy for monitoring and evaluation as well as a toolbox of select tools that may be useful at the different stages of the CD for AIS cycle.
The Conceptual Background provides an in-depth analysis of the conceptual underpinnings and principles of the TAP Common Framework. It is also available in French and Spanish.
The Sourcebook is the outcome of joint planning, continued interest in gender and agriculture, and concerted efforts by the World Bank, FAO, and IFAD. The purpose of the Sourcebook is to act as a guide for practitioners and technical staff inaddressing gender issues and integrating gender-responsive actions in the design and implementation of agricultural projects and programs. It speaks not with gender specialists on how to improve their skills but rather reaches out to technical experts to guide them in thinking through how to integrate gender dimensions into their operations.
Capacity development interventions in support of agricultural innovation are more effective when based on systematic and participatory assessments of existing skills and capacity needs. Recognizing that, an instrument has been developed in the context of the Capacity Development for Agricultural Innovation Systems (CDAIS) project. It consists of a capacity scoring tool that allows assessing innovation capacities, identifying strengths and weaknesses and monitoring capacity changes over time. This paper describes the scoring tool and provides guidelines on how to apply it successfully.
This paper synthesizes Component 2 of the Regoverning Markets Programme. It is based on 38 empirical case studies where small-scale farmers and businesses connected successfully to dynamic markets, doing business with agri-processors and supermarkets. The studies aimed to derive models, strategies and policy principles to guide public and private sector actors in promoting greater participation of small-scale producers in dynamic markets. This publication forms part of the Regoverning Markets project.
CDAIS is a global partnership that aims to strengthen the capacity of countries and key stakeholders to innovate in the context of complex agricultural systems, to improve rural livelihoods. The goal of the Capacity Development for Agricultural Innovation Systems (CDAIS) project is to promote innovation that meets the needs of small farmers, small and medium-sized agribusiness, and consumers.
