World Bank Institute (WBI) works to improve the understanding, practice and results of capacity development, an important way to support development goals and priorities for aid effectiveness. WBI developed the Capacity Development and Results Framework (CDRF), as a strategic and country-led approach to capacity development that emphasizes the empowerment of local agents through learning, knowledge and innovation.
This white paper has been prepared to support consultations on the content and structure of the FAO National Medium Term Priority Framework for India. The article provides a conceptual framework and discusses research methods for analyzing pluralistic agricultural advisory services. The framework can also assist policy-makers in identifying reform options. It addresses the following question: Which forms of providing and financing agricultural advisory services work best in which situation? The framework ‘disentangles’ agricultural advisory services by distinguishing between (1) governance structures, (2) capacity, (3) management, and (4) advisory methods.
The Capacity Development Results Framework (CDRF or the Framework) is a powerful new approach to the design, implementation, monitoring, management, and evaluation of development programs. Originally conceived to address well-documented problems in the narrow field of capacity development, the Framework can be profitably applied to assess the feasibility and coherence of proposed development projects, to monitor projects during implementation (with a view to taking corrective action), or to assess the results, or even the design, of completed projects.
The emergence of a globalised knowledge economy, and the contemporary views of innovation capacity that this trend enables and informs, provides a new context in which development assistance to agricultural research and development needs to be considered. The main argument in this paper, which focuses on The Netherlands, is that development assistance should use this emerging scenario to identify niches where inputs can add value to the R&D investments of others, particularly in activities that help wire up innovation systems, linking R&D to other activities and actors in society.
In the framework of a wide Foresight process, launched by the Standing Committee on Agricultural Research (SCAR) and aiming to identify possible scenarios for European agriculture in a 20-year perspective, DG RTD/E of the European Commission established a high-level Consultancy Expert Group (CEG) that analysed and synthesised foresight information in order to provide research policy orientations, tacking stock of the report from the first Foresight Expert Group (FEG) published in February 2007.
