The aim of this paper is to analyze the role of innovation intermediaries (II) in the technology and knowledge transfer process in the agricultural sector. The authors explore the case of an II in México, the Produce Foundation (PF), an important stakeholder in that sector, influencing the transformation of public research institutions which have had major and diverse impacts on the agricultural innovation and research system in México.
International partnership to carry out collaborative research and development programs has been implemented for a long time. However, with globalization, the economic, social, political and cultural diversity of interacting partners reached levels where this variety of collaborators often has shown some weaknesses in issues like governance. Strong and sound partnerships must be manageable in order to ensure the achievement of the set objectives.
Despite the rapid international development of biotechnology, we still lack knowledge and information about how low- and middle-income countries can best access this promising technology. Nor are the socioeconomic repercussions of applying biotechnology in these countries’ agricultural sectors well understood. This study seeks to fill in some of the gaps in our knowledge by analyzing a biotechnology transfer project that provided proprietary recombinant potato technology to Mexico.
La rencontre des chercheurs qui s’interrogent sur l’efficacité de leurs interventions pour accompagner les acteurs dans les processus de changement constitue une occasion pour s’interroger sur les méthodes de recherche à développer lors de travaux réalisés avec les acteurs : recherche participative, « recherche-action », recherche intervention... The purpose of this paper is to map some elements that can contribute to an IFAD strategy to stimulate and support pro-poor innovations. This report summarizes and consolidates the findings of three Bank studies on poverty issues in Mexico, written as part of the second phase of this work: Urban Poverty, Rural Poverty, and Social Protection. It also expands on how Mexico will seek to use social protection policy as a vehicle for redistribution. Discussed in Chapter 1, the state has a clear role in providing risk-pooling mechanisms where private insurance markets fail (e.g., old age and health insurance), but the role of social protection policy in promoting redistribution is more an issue of national choice.

The programme highlighted innovative approaches to knowledge exchange that were taking advantage of new (at that time) digital technologies, and that were based on synergies between information management and communication for development. At the time this was referred to as "information and communication for development"(ICD).

El programa destacó enfoques novedosos para el intercambio de información, que aprovechaban de nuevas (en ese tiempo) tecnologías digitales, y se basaban en sinergias entre la gestión de información y la comunicación para el desarrollo. En ese momento este proceso se llamaba "Información y Comunicación para el Desarrollo" (ICD).
L’objectif de ce travail est de proposer un plan de formation des différents catégories d'acteurs (à identifier) dans le but d'apporter une contribution significative au renforcement de capacité dans chaque pays et dans la sous-région. Des actions précises visant à permettre aux acteurs de lever les éventuels blocages institutionnels devront accompagner ce processus de renforcement des capacités, notamment en ce qui concerne la négociation, le lobbying, la mise en réseau etc.
