This Practical Guide to Capacity Development in a Sector Context has been compiled to accompany Asian Development Bank (ADB)’s Capacity Development Framework and Action Plan. Its purpose is to provide ADB staff and other development practitioners with a set of tools and instruments that can be used to guide capacity development processes. The range of tools and instruments compiled in this guide starts from a sector-wide perspective (political economy and governance features) then moves down to capture individual stakeholders’ perspective.

Year 1 activities were mainly on establishment of the project team at the global and country levels. A Partnership Agreement between AGRINATURA-EEIG and FAO was formalized and signed, and practical coordination mechanisms established. A Specific Power of Attorney between AGRINATURA-EEIG members within CDAIS was created, agreed and signed by all members, serving as the consortium agreement among members.

The project under study aims to strengthen planning, monitoring, and evaluation in agricultural research organizations in the region. The report outlines the procedures employed in five evaluation studies and summarizes the results of each study. The Capacity Development Results Framework (CDRF or the Framework) is a powerful new approach to the design, implementation, monitoring, management, and evaluation of development programs. Originally conceived to address well-documented problems in the narrow field of capacity development, the Framework can be profitably applied to assess the feasibility and coherence of proposed development projects, to monitor projects during implementation (with a view to taking corrective action), or to assess the results, or even the design, of completed projects.
