The World Bank, in collaboration with the e-Agriculture community and the Food and Agriculture Organization of the United Nations (FAO), hold a series of two week online forums. These e-forums stem from the launch of the World Bank's ICT in Agriculture e-Sourcebook (2011) and the growing demand for knowledge on how to use ICT to improve agricultural productivity and raise smallholder incomes.The Summary presents the discussion during the e-forum held on 4th September 2012.
In the 90’s first steps were taken in Cuba to strengthen family farming. A participatory seeds breeding, multiplication and diffusion project started, a challenge to Cuban scientists, not used to involve farmers in the decision making process and recognizing them as equal partners. This project further evolved to become the Local Agricultural Innovation Programme, Spanish acronym PIAL (Programa de Innovación Agropecuaria Local).
Heat-tolerant wheat varieties, developed by ICARDA and Sudan’s Agricultural Research Corporation (ARC), are helping farmers adapt to the heat stress, however, bringing higher and more stable yields. Farmers across the wheatproducing regions of Sudan are now achieving up to six t/ha over successive growing seasons.
The impressive performance of improved varieties of high-yielding, heat-tolerant wheat developed in Sudan has convinced Nigerian decision makers that a viable solution to their country’s growing dependence on wheat imports is domestic production – a policy shift that will protect Nigerians from the vagaries of global commodity markets and strengthen national food security. Capacity development (CapDev) is increasingly acknowledged as a crucial part of agricultural development. In the CGIAR Strategic Results Framework (SRF), CapDev is included as a ‘cross-cutting issue’ and as a strategic enabler of Research for Development (R4D) impact for CGIAR and its partners. It goes far beyond the transfer of knowledge and skills through training, and cuts across multiple levels.

Transforming a centrally planned system of agricultural production to one where individual farmers are accorded choice in crop mix and land use management practices is much more than a structural change. Embedded within this process is a fundamental shift in how knowledge is generated, disseminated and adopted. Upon dissolution of the Soviet Union, one immediate priority was the privatization of state farms and thereby relaxation of policies for collective production.
This paper highlights lessons learned from the development of PAEPARD-supported consortia, which illustrate various impacts of brokerage. The preliminary conclusions and recommendations may appear obvious at first sight, but will be useful for informing the implementation of brokerage activities until PAEPARD activities come to an end in December 2017.
