This report is about the Directorate General for Development and Cooperation (DEVCO) approach to Agricultural Research for Development (AR4D) in the context of how well it responds to current policy priorities in sustainable agriculture, nutrition and resilience, and how it is positioned within the European and global agenda to achieve maximum impact. The approach builds on lessons learned and reviews and evaluations of research under AR4D portfolio under the Food Security Thematic Programme.
In the framework of a wide Foresight process, launched by the Standing Committee on Agricultural Research (SCAR) and aiming to identify possible scenarios for European agriculture in a 20-year perspective, DG RTD/E of the European Commission established a high-level Consultancy Expert Group (CEG) that analysed and synthesised foresight information in order to provide research policy orientations, tacking stock of the report from the first Foresight Expert Group (FEG) published in February 2007.
he European Union's long-term strategy for agricultural research and innovation was published in January 2016 following a year-long process of development, which included targeted consultations. Based on five priority areas, the strategy guides the programming of its main research and innovation programme – Horizon 2020 – not only for 2018 to 2020 but also for the period beyond 2020, to be covered by Horizon Europe.
This evaluation is being commissioned within the framework contract for Evaluation of the EC’s main policies and strategies which was signed on 10 April 2007 between the EC and a consortium led by the German company Particip and composed of ADE (Aide à la Décision Économique Belgium), DIE (Deutsches Institut für Entwicklungspolitik), DRNI (Italian Development Researchers’ Network), ECDPM (European Centre for Development Policy Management), and ODI (Overseas Development Institute).
This evaluation examined the support the European Commission’s DG for Development and International Cooperation (DEVCO) provided to Research and Innovation (R&I) in partner countries during the last EU budget period (2007-2013). The objectives of the evaluation were to provide an overall judgment on the extent to which the EU development co-operation policy has adopted a strategic approach to support R&I and whether the approach was appropriate to enhance capacity to reach development objectives.

La présente note a pour objet de donner des éléments aux décideurs, au niveau national, pour leur permettre de procéder à des évaluations et de prendre les mesures voulues concernant la sécurité alimentaire et la nutrition face au changement climatique. Elle comprend des informations générales sur l’effet que le changement climatique et la variabilité du climat ont sur les secteurs de l’agriculture et la sécurité alimentaire et la nutrition et sur la façon dont ces secteurs et les habitudes alimentaires contribuent aux émissions de gaz à effet de serre.
L’objectif de cette note d’orientation est d’aider les chargés des politiques et les autres parties prenantes à favoriser un dialogue propre à renforcer l’attention portée à la sécurité alimentaire et à la nutrition dans les politiques en matière d’égalité des sexes.
This evaluation seeks to understand the impact which certain measures of the CAP have had on reducing GHG emissions, agriculture’s vulnerability to climate change and its ability to provide adaptation and mitigation services to society. Most of the CAP measures analysed do not have climate action as their intended purpose but may have it as a secondary purpose. Some, such as those which sustain certain forms of agricultural production responsible for emissions, exist for economic, social and sometimes other environmental reasons.
What is grey literature? It is literature produced by non-commercial publishers, such as public institutions, universities, research institutes and civil society. It contains a lot of useful content, but is often hard to find as it is scattered across different locations. EIGE’s collection of grey literature is available in several EU languages and documents come from all EU Member States.
