Nous étudions le processus de transfert politique selon lequel les idées et valeurs du développement durable, mûries et véhiculées au niveau international, donnent lieu au niveau national à une recomposition des modes publics d’intervention en milieu rural. Au Mali et à Madagascar, les politiques de développement durable recouvrent des expressions différentes. Nous interprétons ces différences par une analyse comparative des stratégies des acteurs intervenant dans le jeu politique. Nous montrons que ces stratégies renvoient à des processus historiques.
L’objectif général du projet est d’améliorer la résilience de la population rurale face à l’insécurité alimentaire en augmentant leur revenu à travers la promotion des chaînes de valeur. La GIZ contribue au développement économique dans les régions Androy, Anosy et Atsimo Atsinanana et vise surtout à intégrer des ménages vulnérables dans ces chaînes, notamment les ménages dirigés par les femmes. La GIZ sélectionne des filières à haut potentiel et souhaite les adapter aux changements climatiques.
In comparison with the other EU (27) countries Innovation capacity indicators in Latvia remain low and considerably underperform. Problems and solutions are illustrated to represent innovation capacity in Latvia. The article consists of the following parts: first - theoretical aspects are selected to describe the essential definition of the analyzed subject. In the second part, experience from abroad is described, at the end – Latvian innovation policy and situation is analyzed and suggestions for further needs are formulated.
This paper explores the use of complex adaptive systems theory in development policy analysis using a case study drawn from recent events in Uganda. It documents the changes that took place in the farming system in Soroti district during an outbreak of African cassava mosaic virus disease (ACMVD) and the subsequent decline in cassava production — the main staple food in the area. Resultant adaptation impacts are analysed across cropping, biological, economic and social systems each of which operate as an interlinked sub-system.

The Global Innovation Index (GII) aims to capture the multi-dimensional facets of innovation by providing a rich database of detailed metrics for 127 economies, which represent 92.5% of the world’s population and 97.6% of global GDP. As Ban Ki-moon, the eighth Secretary-General of the United Nations, noted at the UN Economic and Social Council in 2013, the GII is a ‘unique tool for refining innovation policies . . . for providing an accurate picture on the role of science, technology and innovation in sustainable development’.

It highlights the support, facilitation, and training that Africa Lead provides partners to improve institutional capacity and broader systems, and institutional architecture to manage agricultural transformation as well to promote the effective, inclusive participation of non-state actors in policy processes.
