This paper describes the research path followed by a team of researchers who had investigated the nitrate problem in a case study area, and who became aware of the low impact of their data on the policy debate and on the practices that – as the research team saw it – had given rise to the problem in the first place. This study builds a profile of the status of poverty and vulnerability in Malawi. Malawi is a small land-locked country, with one of the highest population densities in Sub-Saharan Africa, and one of the lowest per capita income levels in the world. Almost 90 percent of the population lives in rural areas, and is mostly engaged in smallholder, rain-fed agriculture. Most people are therefore highly vulnerable to annual rainfall volatility. The majority of households cultivate very small landholdings, largely for subsistence.
In recent years, the notion of doing research with multiple partners has become an important concept in international development. This reflects the belief that partnerships are important for solving complex problems, reducing costs and competition for the same resources, increasing efficiency and ownership, and ensuring greater accountability.
Members of the Pan-Africa Bean Research Alliance were working to improve their capacity in planning and management through the introduction of participatory monitoring and evaluation (PM&E) systems to national agricultural research and extension institutes (NARES) and their partners in Eastern and Southern Africa. The national bean programmes within NARES in six countries had been successful in institutionalising PM&E and in encouraging partners involved in the dissemination of bean technologies to incorporate PM&E systems in their projects.

This paper was prepared to present at the Farmer First Revisited: 20 Years On conference at the Institute of Development Studies, University of Sussex, UK, December, 2007. Its focus is the challenge of strengthening agricultural innovation systems. The paper prefaces this discussion by reflecting on an apparent paradox. While agricultural innovation has never been better studied and understood, many of our ideas about innovation have failed to fundamentally change the institutional and policy setting of public and private investment intended to promote innovation for development.
