This report summarizes and consolidates the findings of three Bank studies on poverty issues in Mexico, written as part of the second phase of this work: Urban Poverty, Rural Poverty, and Social Protection. It also expands on how Mexico will seek to use social protection policy as a vehicle for redistribution. Discussed in Chapter 1, the state has a clear role in providing risk-pooling mechanisms where private insurance markets fail (e.g., old age and health insurance), but the role of social protection policy in promoting redistribution is more an issue of national choice.

The topics addressed in this book are of vital importance to the survival of humankind. Agricultural biodiversity, encompassing genetic diversity as well as human knowledge, is the base upon which agricultural production has been built, and protecting this resource is critical to ensuring the capacity of current and future generations to adapt to unforeseen challenges.
Communication is essential to making biotechnology and genomics relevant to developing countries and poor people. Few would disagree with that. But many are sceptical about public relations efforts to impose inappropriate technological ‘solutions’ on developing countries. This paper is a partial reflection on how PR and advocacy ‘mixes’ can be understood and whether they can be useful to innovation in developing country contexts.
L’objectif de ce travail est de proposer un plan de formation des différents catégories d'acteurs (à identifier) dans le but d'apporter une contribution significative au renforcement de capacité dans chaque pays et dans la sous-région. Des actions précises visant à permettre aux acteurs de lever les éventuels blocages institutionnels devront accompagner ce processus de renforcement des capacités, notamment en ce qui concerne la négociation, le lobbying, la mise en réseau etc.

This paper explores the use of actor-oriented approaches in natural resource-based development. It begins by reviewing the need to bring an analysis of actor linkages, coalitions and information flows higher on the agenda in planning, implementation, monitoring and evaluation. Various tools which could assist in doing this are introduced and their use is illustrated in case studies of natural resource-based research and development (R&D) projects in Nepal and Bangladesh.

Uganda pioneered the use of budget support operations known as Poverty Reduction Support Credits (PRSCs) in the World Bank. PRSCs were designed to channel programmatic lending to support policy and institutional reforms in support of a country's Poverty Reduction Strategy, usually presented in the form of a Poverty Reduction Strategy Paper (PRSP). In the case of Uganda the PRSCs were designed as a series of annual credits supporting a three year rolling program of reforms, based on Uganda's version of a PRSC, which is known as the Poverty Eradication Action Plan (PEAP) .
The International Center for Tropical Agriculture (CIAT) implements participatory monitoring and evaluation (PM&E) systems as a means of strengthening learning, self-reflection and facilitating institutional learning and change (ILAC) processes within Research and Development (R&D) institutions and local communities in Africa.
This study describes the evolving context and organisational linkages in the agricultural innovation system of Azerbaijan and suggests ways to promote effective organisational ties for the development, distribution and use of new or improved information and knowledge related to agriculture. Graph-theoretic principles and concepts are employed to assess the existing organisational linkages vital for agricultural innovations.
