The Global Forum for Rural Advisory Services (GFRAS) has commissioned the Natural Resources Institute to develop a toolkit for the evaluation of extension (projects, programmes, tools and initiatives). This commission has a number of components:
The focus of this paper is on how the institutional arrangements within the on-farm sector of the New Zealand dairy industry influence industry participants and encourage them to be innovative, in the context of industry productivity goals. How can the transition and transformation towards more sustainable food and agriculture (SFA) materialize at country-level? Who will own, drive and be committed to this process? Community-driven development (CDD) projects seek to empower communities, reduce poverty, and improve economic and social conditions of the poor, typically in rural and remote areas. No less important, CDD also typically addresses two persistent gender gaps: (1) women's lack of voice in public decision making, and (2) their poor access to services and markets. Much of the development community finds CDD to be appealing, and its use is widespread and growing.
Despite the well-known importance of innovation to productivity growth in the agri-food sector, very few studies have attempted to measure farm-level innovation. This article contributes to the literature by developing an agricultural innovation index that goes beyond measuring innovation through adopted technologies. Based on this index, drivers and barriers of innovation are assessed. The findings reveal that innovation efforts differ between farm systems.
