This document provides guidelines for Innovation Platform (IP) facilitation and the monitoring and evaluation (M&E) of IP processes and outcomes. Although it has been written for PROGEBE (project on ‘Sustainable management of globally significant endemic ruminant livestock of West Africa) staff at the site, national and regional levels, it is believed to have wider relevance beyond this specific project and specifically applies to projects which have a similar structure.
This article aims to analyse some of the possibilities and barriers that local communities face in promoting endogenous industrial development in an increasingly globalised economy. The analysis is based on the view that regionalisation is an important aspect of the globalisation trend and, therefore, a crucial economic trend in the international economy. In the second section, some theoretical issues are introduced and some policy background and dilemmas set out.
This paper is a reflection on a research project that defied the conventional technology transfer approach and adopted an approach based on innovation system principles to address fodder scarcity. Fodder scarcity in the project was conceptualized not as lack of technical capacity, but as lack of innovation capacity. This project tried to enhance innovation capacity by promoting appropriate configurations of stakeholders. However, translating this theory and principles into action was fraught with numerous challenges.
This paper captures lessons from recent experiences on using ‘theories of change’ amongst organisations involved in the research–policy interface. The literature in this area highlights much of the complexity inherent in the policymaking process, as well as the challenges around finding meaningful ways to measure research uptake. As a tool, ‘theories of change’ offers much, but the paper argues that the very complexity and dynamism of the research-to-policy process means that any theory of change will be inadequate in this context.
We are facing complex societal problems such as climate change, human conflict, poverty and inequality, and need innovative solutions. Multi-stakeholder processes (MSPs) are more and more seen as a critical way of coming to such innovative solutions. It is thought that when multiple stakeholders are able to meet, share experiences, learn together and contribute to decisions, new and innovative ways of dealing with problems are found and turned into action. Still, much remains to be understood about the role and effectiveness of social learning in multi-stakeholder settings.
Governments of low-income countries and international development donors are increasing their funding for research at least in part on the assumption that research has positive impacts on socioeconomic development. Four pathways are commonly cited to describe how research will contribute to development: 1. Investment in research will drive economic growth; 2. Investment in research will increase human capital; 3. Investment in research will lead to the development of pro-poor products and technologies; 4.
In-depth analysis of the role and capacity development needs of farmers organization in innovation processes, using the evidence from a number of case studies from contemporary SSA agriculture. Experiences indicate that Farmers’organizations (FOs) can play an important role in sharing knowledge-for-innovation by initiating multi-actor platforms for interactive learning and by implementing joint activity programmes (including use of the media) with extension services on a cost-sharing basis.
Apart from the introduction and conclusion, the contents of this book are organised around a number of case studies, grouped into two main chapters.

It is addressed to all staff of ADC in Austria as well as in the coordination offices, to non-governmental and implementing organisations, to stakeholders in partner countries, other donors and members of the public interested in development policy.
The Community Based Participatory Monitoring and Evaluation (CB-PME) tool empowers poor local farming communities to improve their livelihoods. While this process is people centred, it draws on local people’s capacities, while giving the end users of a technology a voice. The experience of the Katamata farmers’ group in Tororo district using PM&E (the participatory approach to monitoring and evaluation) is given in this paper.
