This book will benefit people and teams involved in planning and decision making. On the basis of their pragmatic value in guiding decisions, needs assessments are used in various professions and settings from emergency rooms to corporate boardrooms to guide decision making. Nonetheless, although needs assessments have many different applications, in this book on needs assessments as they are applied in organizations to accomplish results, as opposed to their use in personal decisions or medical triage.
The objective of this Guide is to recommend a process and set of steps for an organization to prepare, establish and to develop effective Water Users Associations (WUA) suitable to Tajikistan. It summarizes lessons learned in Tajikistan, by two donor finance projects, which established and trained 97 WUAs. Establishment of WUAs is essential in order to solve existing problems in the irrigation sector and other challenges faced by farmers and other water users3 .

The purposes of the Policy Dialogue is to contribute to the improvement of the process of development or implementation of policies that promote agricultural innovation through improved dialogue and interaction among key stakeholders and, ultimately to contribute to the enhancement of the enabling environment for agricultural innovation.
This document aims to guide a small team tasked to assess the capacity for agricultural innovation in a multi-stakeholder context. The context might be an actual or potential “innovation platform” such as the three commodity-based platforms selected for the piloting capacity assessment methods, or it might be a project or programme that is more generally focused on strengthening of innovation within a subsector of agriculture within a country, such as livestock or horticulture.
This document is intended to serve as a resource for assessing capacity needs in a project or programme. A capacity needs assessment (CNA) is a process for identifying a project’s perceptions (through staff, partners and stakeholders) on various capacity areas that impact the work they do. The process helps identify challenges and opportunities for enhancing key skills thereby enhancing the project’s ability to achieve its objectives. The overall goal of a CNA is to determine the gap between required and existing capacities.

Estas cartillas han sido producidas en el marco del Proyecto “Innovaciones institucionales para el apoyo a la gestión de procesos comerciales de la Agricultura Familiar y su vinculación con los mercados”, que se desarrolló de forma simultánea en Chile, Perú y la Argentina entre los años 2014 y 2016. Este proyecto fue financiado por el Fondo Concursable para la Cooperación Técnica del IICA (FonCT) con contrapartes gubernamentales en los tres casos. El presente documento tiene por finalidad sistematizar y difundir las actividades realizadas en el municipio Yacapaní del departamento Santa Cruz en Bolivia, en el marco del Plan Nacional de CpD para Bolivia del proyecto ICDS Bolivia (MDRyT-INIAF-FAO). Esta fue la primera área piloto en la que la ICDS Bolivia inició sus actividades en el nivel local, las cuales se llevaron a cabo en tres etapas. La primera fue una etapa exploratoria mediante un diagnóstico participativo sobre necesidades y oportunidades en comunicación para la innovación y el desarrollo rural.
Este documento dentifica y tipifica diferentes estrategias y mecanismos innovadores que han sido aplicados en distintos escenarios para aumentar la cobertura y facilitar el acceso de los agricultores familiares a esos servicios, los que pueden servir de referencia para otras iniciativas que se quieran impulsar en ese sentido, bien sea para mejorar la calidad y eficiencia, o para aumentar la oferta de esos servicios.
