Scientific advances, technical innovations and application of digital technology have the potential to contribute to a wide-scale structural transformation of food systems. In food safety and process control, as in other areas, technical advances outpace the understanding of how to use these tools to their greatest advantage and how they should be regulated. This thematic brief for the First FAO/WHO/AU International Food Safety Conference outlines key issues - strategic direction of science and innovation in food systems.

The Fall Armyworm first landed in West Africa in 2016 and has now spread over the whole continent. It has been recently reported in Yemen and India, and is most likely to spread in South east Asia and South China. This pest invades fields and cause significant damage to crops, if not well managed. FAO’s efforts to support farmers in the affected areas include amongst others the FAO Programme for Action, a global coordination project that brings together development and resource partners to maximize coordinated results and minimize duplications.
This study identified gender-based constraints affecting the production, processing and marketing of biofortified cassava in two states in Nigeria, using a mixed methods approach. The study identified major differences between the two study sites (Benue and Oyo). The scale of production of biofortified cassava is higher in Oyo state among adult men because of their active involvement and collaboration with research institutes within the state and the ease of transporting products to Lagos State for designated diverse markets.

A conceptual framework that promotes an integrated and comprehensive approach to Capacity Development for Agricultural Innovation Systems (CD4AIS Framework) was developed in Year 1 of the project. It argues that for innovations to emerge, functional capacities are needed. There are 4 functional capacities i.e. capacity to navigate complexity, to collaborate, reflect and learn and engage in strategic and political process. These capacities should be inherent within individuals, organisations, systems level (local and national level including policy systems).
In Cabo Verde, the Fall Armyworm (FAW) was first observed in April 2017 and to date, all the farming islands are affected. In the absence of mitigating measures, losses could reach 50% of the annual production estimated at 5 200 tons at a cost of EUR 2.6 million. FAO is supporting the country in its control and mitigation actions against the FAW infestation, while mobilizing other partners in order to further assist Cabo Verde.

El objetivo central de la estrategia es alcanzar la seguridad alimentaria de los más de cuatro millones de pequeños productores rurales e incrementar su productividad, alcanzando la sustentabilidad en el largo plazo, por medio de una estrategia que garantice la operación eficiente de una red de extensión rural con enfoque territorial que incremente sustantivamente la cobertura de los servicios.
La capacité de la région Proche-Orient et Afrique du Nord à réaliser des avancées majeures dans la concrétisation du deuxième Objectif de développement durable (ODD 2) dépendra, dans une large mesure, de la gestion durable des ressources en eau pour l’agriculture et de l’adaptation au changement climatique. La transformation agricole dans cette partie du monde a suivi une trajectoire particulière ayant conduit à un déséquilibre entre le développement agricole rural et urbain, qui se manifeste de manière très visible dans les systèmes de production alimentaire.
