This brochure presents the UNDP approach to supporting capacity development and the policy statements that UNDP supports. These are backed up by ongoing research and analysis of capacity development theory, methods and applications. The services included are examples of capacity development initiatives that can be supported by UNDP or its partners. Additional UNDP resources on capacity development are listed at the end of the brochure.
Innovation systems can be defined in a variety of ways: they can be national, regional, sectoral, or technological. They all involve the creation, diffusion, and use of knowledge. Systems consist of components, relationships among these, and their characteristics or attributes. The focus of this paper is on the analytical and methodological issues arising from various system concepts. There are three issues that stand out as problematic. Agricultural education, research, and extension can contribute substantially to reducing rural poverty in the developing world. However, evidence suggests that their contributions are falling short in Sub-Saharan Africa. The entry of new actors, technologies, and market forces, when combined with new economic and demographic pressures, suggests the need for more innovative and less linear approaches to promoting a technological transformation of smallholder agriculture.

This paper is an attempt to take stock of the authors' work. In Section 2, the authors reflect upon the emergence and fairly rapid diffusion of the concept ‘national system of innovation’ as well as related concepts. In Section 3, they describe how the Aalborg-version of the concept evolved by a combination of ideas that moved from production structure towards including all elements and relationships contributing to innovation and competence building.
The purpose of this article is to investigate effective reformism: strategies that innovation networks deploy to create changes in their environment in order to establish a more conducive context for the realization and durable embedding of their innovation projects. Using a case study approach, effective reformism efforts are analyzed in a technological innovation trajectory related to the implementation of a new poultry husbandry system and an organizational innovation trajectory concerning new ways of co-operation among individual farms to establish economies of scale.
Motivated by donor interest in innovative thinking on food security, the authors conducted an interdisciplinary, triangulation analysis of four divergent conceptual frameworks, each relevant to diagnosing food insecurity in developing countries. They found notable tensions as well as synergistic interactions between agroecology, agricultural innovation systems, social–ecological systems, and political ecology. Cross-framework interactions enhance our understanding of how sectoral and macro-economic development strategies impact on livelihoods, availability, and access.
Scientific research continues to play a significant role in meeting the multiple innovation challenges in agriculture. If this role is to be fulfilled, provision needs to be made for effective translation of research outputs, where translation is understood to be the process whereby science becomes part of useful knowledge for decision making. There is increasing interest in enhancing translation in the European agricultural innovation, research and policy context, and specifically in making it a more collaborative process.
