World Bank Institute (WBI) works to improve the understanding, practice and results of capacity development, an important way to support development goals and priorities for aid effectiveness. WBI developed the Capacity Development and Results Framework (CDRF), as a strategic and country-led approach to capacity development that emphasizes the empowerment of local agents through learning, knowledge and innovation.
What can we learn from ongoing initiatives? There has been a lot of interest during the last two decades in employing Information and Communication Technologies (ICTs) for achieving development. While many of these initiatives have benefited rural women by way of access to new information and new employment opportunities, women still face a number of constraints in accessing ICTs. This paper explores the role of ICTs in empowering Indian rural women, through a review of ICT initiatives in India.
This Practical Guide to Capacity Development in a Sector Context has been compiled to accompany Asian Development Bank (ADB)’s Capacity Development Framework and Action Plan. Its purpose is to provide ADB staff and other development practitioners with a set of tools and instruments that can be used to guide capacity development processes. The range of tools and instruments compiled in this guide starts from a sector-wide perspective (political economy and governance features) then moves down to capture individual stakeholders’ perspective.
This Module is the third in a series of four that address capacity development competencies in FAO. It is intended to enhance FAO’s practices in designing, developing, delivering and evaluating its activities in support of learning in Member Countries, while ensuring that learning leads to sustainable capacity development.
Early applications of the innovation systems framework to developing-country agriculture suggest opportunities for more intensive and extensive analysis. There is ample scope for empirical studies to make greater use of the theoretical content available in the literature, and to employ more diverse methodologies, both qualitative and quantitative. Further, there is room to improve the relevance of empirical studies to the analysis of public policies that support science, technology, and innovation, as well as to policies that promote poverty reduction and economic growth.
This report documents the history of the systems of rice intensification (SRI, for short) in India in the last few years and presents some of the institutional changes and challenges that SRI throws up. The first part looks at the complex and continuing evolution of SRI in India and presents SRI as an innovation in process and not as a completed product. Farmers and other actors are continuously shaping it through their practice. Part II focuses on insights of the innovation systems framework looking closely at the nature and quality of linkages of the various actors.
Intersectoral partnerships mirror the changing nature of the relationships among state, business and civil society organizations, and are often considered innovative mechanisms to overcome single actor failure in the context of globalization. This article analyzes the capacity of partnerships to promote sustainable change in global agrifood chains from a governance and a development perspective. The global coffee, cotton, and cocoa chains serve as main fields of application.
This paper was presented at the Farmer First Revisited: 20 Years On conference at IDS, University of Sussex, UK, December 2007. Its focus is the challenge of strengthening agricultural innovation systems. The paper prefaces this discussion by reflecting on an apparent paradox. While agricultural innovation has never been better studied and understood, many of our ideas about innovation have failed to fundamentally change the institutional and policy setting of public and private investment intended to promote innovation for development.
This article describes a holistic approach to organisational development that promotes learning and its integration into everyday work practice. It presents the approach and how it leads to genuine organisational transformation, increased organisational efficiency, and resilience during change. When an organisation is both willing and able to engage with a holistic approach, the results are significantly better than any that external one-off interventions or standalone training programmes can produce.
Social learning in multi-actor innovation networks is increasingly considered an important precondition for addressing sustainability in regional development contexts. Social learning is seen as a means for enabling stakeholders to take advantage of the diversity in perspectives, interests and values for generating more sustainable practices and policies. Although more and more research is done on the meaning and manifestations of social learning, particularly in the context of natural resource management, little is known about the social dynamics in the process of social learning.
