This article presents a different dimension of the innovation systems approach, going beyond analysis and shedding light on how these processes can be facilitated in practice. This is based on 20 years' experience with innovations systems. The focus is on the role of facilitation in triggering the changes, as well as in integrating learning and knowledge management (KM) in the innovation process.
Market access has been identified as one of the foremost factors influencing the performance of small-scale producers in developing countries, and in particular least-developed countries. It reconfirms much of what has been known for many years about the way innovation takes place and finds that many of the shortcomings of RIU in Asia were precisely because lessons from previous research on agricultural innovation were “not put into use” in the programme’s implementation.
